Decision:

Resolved that the minutes of the Human Resources Committee held on 10 October 2023 be approved as a correct record.

To receive and note any declarations of interests in respect of any matters included on the agenda for consideration at this meeting.

For those members of the public who have submitted any questions or statements, please note, a three minute time limit applies to each speaker and you will be asked to speak before Councillors debate the issue.

To consider the report about the Chief Officer Pay Award 23/24.

Decision:

The Committee considered and discussed the report and sought and received assurance about the terms and conditions relating to the pay award for the Chief Executive that were agreed at the time of his appointment in October 2022, and that the proposed pay increase was in line with nationally agreed pay award for Chief Officers of Local Authorities.

The Committee agreed:

  • to note the nationally agreed Green Book, pay award for 2023/24, and the updated Somerset salary rates for grades 17 to 4. 
  • to note that the new pay structure for Chief Officers (Executive Directors and Service Directors) included the 2023/24 pay award as agreed at full Council in May 2023.
  • a 3.5% pay increase to the Chief Executive for 2023/24.

The Committee having considered and discussed the report agreed to:

         Recommend that the Chief Executive submit the amended Pay Policy Statement for 2024-25, to full Council for approval.

         Note that the Pay Policy Statement will require in-year amendments to reflect the 2024/25 pay awards once agreed.
