Public Question Time The Chair will allow members of the public to present a petition on any matter within the Committee’s remit. Questions or statements about the matters on the agenda for this meeting will be taken at the time when the matter is considered and after the Case Officers have made their presentations. Each speaker will be allocated 3 minutes. The length of public question time will be no more than 30 minutes.

(a) That planning permission be GRANTED subject to the conditions set out in section 9 of the report and to conditions 5 and 7 being amended to preclude operations or uses authorised or required by the permission and vehicle use in connection with the development on Saturdays
(b) That authority to undertake any minor non-material editing which may be necessary to the wording of those conditions be delegated to the Strategic Commissioning Manager – Economy & Planning |

Decision: The Committee RESOLVED that planning permission be REFUSED on the same grounds as the previous application (18/02799/CPO) refused in December 2019 - i.e. ‘Insufficient information has been provided to demonstrate that the proposed development would not present an unacceptable risk to controlled waters. Specific areas of uncertainty relate to the nature of contamination present, what the distribution of these contaminants is in soils and groundwater and what risks this specific development introduces in relation to these risks. The Proposal is therefore contrary to policy SMP5 (d) and the NPPF.’ |
