Following consideration of the officer report, appendices and discussion, the Executive: 

 

1.      Approved the draft 2023/24 Revenue Budget and Capital Scheme proposals as the basis for consulting Scrutiny Committee in February 2023.  

 

2.      Received the final budget proposals at its February meeting including the comments and feedback from Scrutiny.  

 

3.      Approved the Fees and Charges Policy and noted that the individual fees and charges proposals will be reviewed by Scrutiny Committee and presented to the Executive in February 2023.  

 

4.      Approved the schools block funding as outlined in Appendix 3 of the report.

Local Government Association (LGA) Peer Review into Local Government Reorganisation (LGR) in Somerset: final report and plan of action pdf icon PDF 152 KB

Following consideration of the officer report, appendices and discussion, the Executive:  

 

1.    Accepted and endorsed the Peer Review findings. 

 

2.    Approved publication of the final Peer Review report on the SCC and LGR websites. 

 

3.    Requested that the LGR Programme Management Office, with LGR Workstreams, Programme Board, SLT and Executive and stakeholders begin work to develop and deliver a plan of action to respond to the LGA Peer Review findings, and report back to February’s Executive.

Following consideration of the officer report, appendices and discussion, the Executive agreed: 

 

1.    The purpose and initial roles for LCNS, and that there are opportunities for future development, as set out in sections 13 and 14 of the report. 

 

2.    The proposed eighteen LCN areas as a basis for moving forward for Vesting Day. 

 

3.    That decisions on any changes to the LCN areas or names, resulting from discussions with stakeholders, be delegated to the Lead Member for Local Government Reorganisation & Prosperity, in consultation with the appropriate Divisional Members.

 

4.    The draft initial model Terms of Reference for LCNs. 

 

5.    An earmarked reserve of £300k to establish LCNs and to support the completion of a community engagement and development spend review across the five councils, to identify existing funding to support LCNs on an ongoing basis.

Following consideration of the officer report, appendices, PowerPoint Presentation and discussion, the Executive approved:

 

1.    The Draft Statement of Community Involvement, as set out in Appendix   A of the report, shall be subject to six weeks public consultation (1st February to 16th March 2023), including engagement with key partners and stakeholders.

 

2.    The final version of the Statement of Community Involvement document shall take into account comments received and be brought back to the Executive for adoption.

Following consideration of the officer report, appendices and discussion, the Executiveagreed:

 

       The award of contracts of insurance for a period of three years from 1 April 2023 (with the option of a four-year extension), There is a critical need to ensure that insurance cover is in place by this date.

 

       That Appendix A be treated in confidence, as the case for the public interest in maintaining the exemption outweighs the public interest in disclosing that information.

 

       That the award for Lots 3 and 4 be delegated to the Lead Member for Finance and Human Resources.
