The Statutory Register of Member’s Interests can be inspected via request to the Democratic Service Team.

The Chair will allow members of the public to present a petition on any matter within the Cabinet’s remit. Questions or statements about any matter on the agenda for this meeting may be taken at the time when each matter is considered.

Following consideration of the officer report, planand discussion, the Executive: 

·       Approved Somerset’s Children & Young People’s Plan 2022 – 2024 

·       Recommended Full Council to endorse Somerset’s Children & Young People’s Plan 2022 – 2024 

·       Requested that relevant partner agencies formally endorse the plan through their executive arrangements as required by S10 & S11 of the Children Act 2004

Following consideration of the officer report, appendices and discussion the Executive: 

a.     Noted the overall forecast overspend of £14.4m (section 12) and the key risks, future issues and opportunities detailed in the report which will be closely monitored and updated throughout the year. 

b.     Tasked Directors with developing an Action Plan to address any potential revenue and capital overspends and to report progress through this the monthly budget monitoring report.  

c.     Requested that the Council lobbies government for additional funding to address the inflationary impacts upon the council budget both directly and through the various professional networks such as the Local Government Association, County Councils Network, Association of Directors Adult Social Services and Society of County Treasurers.

Following consideration of the officer report, appendicesand discussion the Executive: 

a) Approved the Medium-Term Financial Strategy and notes the current  

budget gap and proposed process for producing a balanced revenue  

budget for 2023/24 and capital programme. 

b) Requested that a Budget Working Group is set up to help develop the 2023/24 budget proposals. 

c) Recommended to Council that the Director of Finance and Governance is delegated to set the council tax base and business rates base for Somerset Council.

Following consideration of the officer report, appendices, and discussion the Executive approved the commencement of formal consultation with the public and Major Precepting Authorities on the introduction of a new income banded / grid Council Tax Reduction scheme for working age applicants with effect from 1st April 2023.
