To approve as a correct record the minutes of the previous meetings held on Tuesday 14 June 2022 and Tuesday 12 July 2022.  The draft minutes can be viewed at:

The minutes of the meetings held on Tuesday 14 June 2022 and Tuesday 12 July 2022 were approved as a correct record and signed by the Chairman.

Apologies for Absence

Minutes:

Apologies for absence were received from Councillors Dave Bulmer, Karl Gill, Tony Lock, Pauline Lock, Kevin Messenger, Wes Read, David Recardo, Andy Soughton, and William Wallace.

Declarations of Interest

In accordance with the Council's current Code of Conduct (as amended 26 February 2015), which includes all the provisions relating to Disclosable Pecuniary Interests (DPI), personal and prejudicial interests, Members are asked to declare any DPI and also any personal interests (and whether or not such personal interests are also "prejudicial") in relation to any matter on the Agenda for this meeting.

Minutes:

During consideration of Item 6 - Councillor Jason Baker declared a personal interest as the Carnival Committee that he was a member of held a Lottery license.

This is a chance for members of the public and representatives of Parish/Town Councils to participate in the meeting by asking questions, making comments and raising matters of concern.

Date of Next Meeting

Councillors are asked to note that the next scheduled meeting of the Licensing Committee will be held on Tuesday 13th December 2022 at 2.00pm at the Council Offices, Brympton Way, Yeovil.

In the absence of the Principal Licensing Specialist, the Specialist – Licensing presented the report.  She explained that the Gambling Act 2005 required all licensing authorities to prepare and publish a Statement of Principles.  She advised that the unamended Statement of Principles went out to consultation with various stakeholders including licence holders and lottery registrations.  No response to the consultation was received therefore the policy remained unchanged.

 

The Specialist – Licensing advised that the Statement of Principles set out details with regard to decision making, requirements for documentation when submitting applications and how conditions were determined for licenses and permits.  Members were asked to consider and agree the Gambling Act, Statement of Principles and refer it to Full Council for final approval and implementation.

 

In response to a comment regarding the consultation process, the Specialist – Licensing said that the consultation had gone out to various licence holders as well as solicitors that represent applicants with applications.  There had been no issues raised as part of the consultation or since the last revision of the policy.

 

At the conclusion of the item, members unanimously agreed the recommendations of the report.

 

RESOLVED:

1.

That members considered and agreed to the Gambling Act, Statement of Principles

 

2.

That the Gambling Act, Statement of Principles be referred to Full Council for final approval and implementation.
