The Chair welcomed everyone to the meeting and Members of the Sub-Committee, officers and the following attendee, attending virtually, introduced themselves:

It was confirmed that the meeting would follow the procedure as set out in the agenda pack.

 

The Licensing Officer presented his report and confirmed that following the Applicant and the police coming to an agreed position last Friday, the Police objections had been withdrawn.

 

The Town and County Councillors had also, on this basis, withdrawn their objections. However, as they had only just confirmed this, it had been necessary to hold the meeting.

 

The Applicant’s agent as part of their presentation and in response to questions confirmed:

·         They had requested the removal of the DPS as they were no longer involved with the business.

·         They were varying the plan to show a revised licensable area, shown to the meeting via Teams, which would be provided to the Council.

·         They had agreed the following two conditions, which he clarified, with the Police:

1.    Whilst the premises is being used for temporary / emergency accommodation from the local government, social housing or such body, there will be no sale or supply of alcohol permitted under this licence. 

2.    Alcohol will not be sold during carnival whilst the premises is being used for social or temporary housing. 

·         They were now only requesting the hours as per the original licence.

 

He explained that in effect, the only changes from the original Mansion House licence were the amended plan and the additional conditions agreed with the Police.

 

With no further comments or summing up requested and having heard all the evidence, members of the Sub-Committee retired to make their decision in private, in the presence of the Solicitor and the Committee Manager

 

Resolved

 

The Licensing Sub-Committee of Somerset Council was due to consider an application for a variation to an existing premises licence from Mr Abdullah Ulgut for The Town Hotel, Bridgwater, Somerset (formerly known as the Mansion House) following representations from Avon and Somerset Police and members of Bridgwater Town Council.

 

As a result of discussions between the Police and the applicant, the Sub-committee was advised that an agreed position has been reached and that consequently the Police had withdrawn their representation. The members of the Town Council have also indicated that because of this agreement they also no longer wished to make representations on this application.

 

Therefore, the Sub-Committee being satisfied that the proposal duly promoted the licensing objectives, agreed that the licence for the Town Hotel (formerly known as the Mansion House) be varied in accordance with the following terms of agreement: 

 

1.    The current plans of the premises shall be replaced by those shown at the hearing and to be provided by the Applicant.

 

2.    The current DPS Evgeni Zlatev shall be removed from the licence as requested by the Applicant.

 

3.    The existing terms and conditions of the licence shall remain, subject to the addition of the following conditions:
