Revenue Budget Monitoring Report - month 3 To receive the report Decision: Following consideration of the officer report, appendices and discussion, the Executive:
a. Noted the forecast overspend of £18.5m (section 12) and the action plan to address the position.
b. Approved the proposed measures to address the current issues in the Adult Social Care market (section 13) and ensure that there is stability and sufficiency of supply which is estimated will cost £5.4m and this has been built into the current forecast.
c. Noted the overall position of the capital programme (section 26) and the recent approval additions from external funding to the capital programme.
d. Approved the capital virement of £4.284m currently allocated to Chard Primary School to address inflationary cost pressures on the 6 other capital projects as detailed in section 26. Officers will continue to review any future capital funding requirements in relation to Chard Primary School and bring back proposals to the Executive in due course. |

Cost of Living - item referred from full Council To receive the report Decision: Following consideration of the officer report, appendix and discussion the Executive:
1. Noted and endorsed the cross-party working group terms of reference.
2. Requested that political group leaders nominate members to the cross-party working group and for that group to report back to the Executive by October 2022.
3. Considered and responded to the 5 proposals detailed in section 1.5 of this report.

Decision: Following consideration of the officer report, appendices and discussion the Executive approved:
LGR Implementation Board Terms of Reference
The revised Local Government Reorganisation Board terms of reference as set out in Appendix 1.
Consequential Parliamentary Orders
1. The submission (as set out in Appendix 2 of the officer report) to DLUHC for inclusion in a Consequential Parliamentary Order (also known as a Supplementary Provision and Miscellaneous Amendments Order) as a consequence of the Somerset (Structural Changes) Order 2022; and
2. To grant delegate authority to the Monitoring Officer of Somerset County Council, in consultation with the Leader of Somerset County Council, to submit the matters set out in Appendix 2 of the officer report to DLUHC and to submit any further matters to DLUHC that may arise along with taking all actions necessary to progress the drafting of the Order.

Member Equality Steering Group To receive the report Additional documents:
Decision: Following consideration of the officer report, appendix, and discussion the Executive:
· Agreed the creation of a cross party Member Equality Steering Group and supports the identification of Membership to this group.
· Requested an equality report from the Member Equality Steering Group to the Executive on a bi-annual basis.
· Endorsed that this group is considered for inclusion within the refreshed Constitution for the new Somerset Council.
