Decision:

Following consideration of the officer report, appendices and discussion, the Executive:

 

a)    Noted the final underspend of £4.1m and approve the Director of Finance and Governance’s recommendation to allocate this to General Reserves.

b)   Agreed the additions to the Capital Programme Approvals in the last quarter.

c)    Noted the year end position of the Capital Programme and the forecasted position for the overall programme.

d)   Noted that the Capital Programme will be reviewed as part of the MediumTerm Financial Plan 2023-24 to 2027-28.

e)    Requested that the next Budget Monitoring report highlights the financial impacts of inflation on the 2022/23 budget.

Decision:

Following consideration of the officer report, appendices and discussion the Executive:

 

1. Considered and commented on the information contained within the report.


2. Where performance issues were highlighted, considered that the proposed management actions already in place are adequate to improve performance to the desired level.

 

3. Agreed the report and its appendices as the latest position for Somerset County Council against its Council vision.

Following consideration of the officer report, appendices and discussion the Executive:

 

2.1 Noted the current Implementation Plan for LGR Programme in Somerset prepared in line with Structural Change Order requirements.

 

2.2 Approved the creation of an Implementation Board to monitor the Local Government Reorganisation programme in Somerset and provide advice and recommendations on its implementation to the Executive as set out in the terms of reference.

 

2.3 Approved the SCC’s nominations to the Implementation Board:

Decision:

Following consideration of the officer report, appendices, and discussion the Executive:

 

1) Approved the General Consents to the District Councils under the Direction made under Section 24 of the Local Government and Public Involvement in Health Act 2007;

 

2) Approved the case for Appendices 3, 4 and 5 to be regarded as exempt information and to be treated in confidence;

 

3) Delegated authority to grant specific consents under the Section 24 Direction to:

(i) the Lead Member for Finance and Human Resources in conjunction with the Section 151 Officer for all specific consents between £500,000 and £5,000,000; and

(ii) the Section 151 Officer in consultation with the Monitoring Officer and the Section 151 Officers of the District Councils for all specific consents up to £499,999.

 

4) Approved in principle the specific consent for the proposals set out in Appendix 6 relating to a Levelling Up bid.

 

5) Delegated authority to the Section 151 Officer to agree minor changes to the General Consents in consultation with the Lead Member for Finance and Human Resources.
